In my 94 ZJ Grand Cherokee, there's apparently a short in a system that's controlled by fuse #8 in the fuse panel by the passenger door. It blows it's 15 amp (yes I checked, that's the correct fuse) fuse as soon as it makes contact, even with the key off.
