Most 200 amp breaker panels which do not have a meter mount can be wired with or without a main breaker. I found an unlabeled switch by my meter and I was able to turn off the main breaker. I’m going to replace the breaker tomorrow and see if it fixes it. I’ll likely replace the panel when I do my solar upgrade so I can get a tax deduction for replacing it.
